TERA’s prospective review of “fixed access” of the universal service obligations in Ireland
TERA has conducted a study for the Irish telecommunication regulatory authority ComReg (Commission for Communication Regulation) aimed at presenting the different options for the “access at a fixed location” obligations to be imposed on the Universal Service Provider. This includes reasonable access threshold (maximum cost to consider an access request reasonable), functional internet access, affordability, quality of service, expenditure control.
One of the specificities of this analysis is that it takes into account the different local competition environment (areas where there is infrastructure-based market-driven competition, areas where the National Broadband Plan is likely to be deployed, areas where Eir is the only available infrastructure).
