EU Study
This is the Draft Final Study Report of a consulting study on "The Future of interconnection charging methods" which has been undertaken for the European Commission by TERA CONSULTANTS in partnerships with HOGAN LOVELLS, with the support of a number of distinguished outside academic and technical experts from the University of Montpellier I, the CPB Netherlands Bureau for Economic Policy Analysis and Horrocks Technology Ltd.
The Study is:
1. to analyse the likely evolution as well as the impact of an introduction of BAK on the migration process towards IP network interconnection, assuming a lowering of network termination fees in the medium term, and
2. to identify any necessary regulatory requirements at national and European levels so as to avoid regulatory fragmentation and to ensure the appropriate level of co-ordination in regulatory intervention across the EU.
In the course of assessing the need for Community measures, relevant stakeholders will have to be consulted. In the executive summary of the Draft Final Study Report, stakeholders' views are kindly requested with respect to 10 questions.
